La masacre de Acteal, México, el 22 de diciembre de 1997, en la que fueron asesinados 45 indígenas tzotziles desarmados, la mayoría de ellos mujeres y niños desplazados de sus comunidades, a manos de grupos paramilitares armados y entrenados por las fuerzas estatales, es uno de los más brutales episodios de la estrategia de contrainsurgencia que ejerce el Gobierno Mexicano en el estado de Chiapas desde el levantamiento del Ejército Zapatista de Liberación Nacional, en 1994.
En los doce años desde la masacre, no se ha hecho justicia. Fueron apresados algunos de los autores materiales del crimen identificados por sobrevivientes y familiares de las víctimas. Los procesos judiciales fueron irregulares desde el principio, en que las autoridades trataron de borrar evidencias en el lugar de los hechos. No se ha tocado nunca a ninguno de los autores intelectuales. En agosto pasado, la Suprema Corte de Justicia de la Nación liberó a 20 de los autores materiales, mientras que se tramita la liberación de muchos otros, aduciendo no la inocencia de los presos sino inconsistencias de forma en el proceso legal.
El escándalo de este nuevo gesto de impunidad ha rebasado ya las fronteras de México. Está claro que éste es un paso más en la guerra de baja intensidad que continúa implementando el gobierno mexicano contra los indígenas de Chiapas. Gracias a la indignación que han despertado estos hechos a nivel nacional e internacional, han sido revelados documentos e información que apuntan directamente a los responsables de la masacre de Acteal, hasta los más altos niveles, incluyendo al entonces Presidente de México, Ernesto Zedillo, proporcionando elementos para una redoblada exigencia de justicia.
Éste el momento en que debemos unir nuestras voces y fuerzas para exigir una reapertura de la investigación del caso, avalada por la justicia internacional, puesto que se trata de un crimen de Estado. Sabemos que éste es sólo uno de los innumerables crímenes que permanecen impunes en contra de las poblaciones más pobres y desfavorecidas no sólo de México, sino del mundo, pero si logramos justicia para los muertos de Acteal, habremos sembrado la semilla de esperanza para seguir luchando contra la impunidad.
El momento es ahora.

The massacre of Acteal, México, on December 22, 1997, in which 45 unarmed tzotzil Indians were murdered, most of them women and children displaced from their communities by violence, at the hands of paramilitary groups trained and armed by State forces, is one of the most brutal episodes of the counterinsurgency strategy exercised in the state of Chiapas by the Mexican Government since the uprising of the Zapatista Army of National Liberation in 1994.
No justice has been done in these 12 years since the massacre. Some of the material perpetrators of the crime, identified by survivors and the victims’ relatives, were arrested. The legal processes were irregular from the beginning, when the authorities tried to wipe off the evidence in the scene of the crime. None of the intellectual authors has ever been touched. Last August, the Supreme Court of Mexico set 20 of the material perpetrators free, while the liberation of dozens of others is being worked on, alleging not the innocence of these men, but formal inconsistencies in the legal process.
The outrage at this new sign of impunity has already crossed Mexico’s borders. It is clear that this is one further step in the low-intensity warfare that the Mexican Government keeps on instigating against the indigenous peoples of Chiapas. Because of the indignation that these events have aroused nationally and internationally, documents and information have been revealed that point directly at those responsible of the Acteal massacre, up to the highest level, including the then President of Mexico Ernesto Zedillo, and providing elements for a redoubled demand of justice.
We believe that this is the moment when we must join our voices and strength in order to demand the reopening of the investigation of the case, backed up by international justice, as this is a State crime. We know that this is only one of the endless crimes that remain unpunished against the poorest and most disadvantaged people not only in Mexico, but in the world. Yet, if we achieve justice for those dead in Acteal, we will have sown the seed of hope to go on fighting impunity.
The moment is now.
